Five years have passed since the events of Code 8. The Lincoln City Police Department (LCPD) has replaced their humanoid robot enforcers with non-lethal robotic—K9 units. Sergeant Kingston is in charge of keeping the peace. Connor Reed works as a cleaner at a youth community center run by Mina. He just got out of prison. At the same time, Garrett Kelton runs a ‘ethical’ drug empire that uses powerful people to make a drug called Psyke.
When Towers resident Tarak steals from Garrett’s gang and is killed by dishonest police officers on Kingston’s orders, trouble starts to grow. Tarak’s sister Pavani (Pav), sees the murder and uses her powers to get away. She goes to Mina’s community center to hide.
Garrett, Mina, and Connor work together to protect Pav and bring attention to Kingston’s crimes. The movie builds up to an exciting confrontation in which Pav uses all of her powers to get justice. At the end, Kingston is arrested, Garrett is put in jail, and Connor begins a new life at the youth center in honor of Mina.
